Emerald Bay State Park

To get down to the bay, you can park at the Vikingsholm parking lot and walk, but the trip is a short one at about a mile from the parking area.

From this point in the forest, you get a view of both Emerald Bay and Lake Tahoe, depending on which access point you take to get to the overlook.
